Most churches comparing these two are really comparing two cabling plans, and the feature lists distract from it. Start with the building.
The difference that decides it
The ATEM Mini takes HDMI. Each camera needs an HDMI run back to the switcher, and HDMI over long distances needs converters, extenders or fibre. Past about 15 metres you are buying extra hardware for every camera.
An NDI switcher takes network cable. Each camera needs one Cat6 run back to a PoE switch, which also powers it. Runs go to 100 metres. The building probably has some of that cable already.
If your cameras are in the same room as the desk, HDMI is simpler and cheaper. If a camera is at the back of a balcony, in another room, or 40 metres away, the NDI plan is the cheaper one before you compare a single feature.

Where the ATEM Mini wins
Price, obviously. An ATEM Mini Pro is a fraction of an NDI switcher and streams to YouTube on its own. If your cameras are consumer camcorders or DSLRs with HDMI out, sitting near the desk, that is the right purchase and the rest of this article does not apply to you.
Blackmagic’s ecosystem is deep, the software is free, and every AV person you might hire has used one.
Where an NDI switcher wins
Cameras far from the desk. One network cable per camera, carrying power, video, control and tally.
PTZ cameras. With an ATEM you need a switcher, a PTZ controller and a tally system, and you are running three devices and probably two operators. The SP8 is all three.
Volunteer operators. One person, one seat, one screen, with presets recalled by name. That is the actual argument, and it is an operational one rather than a technical one.
No computer in the signal path. Nothing to update itself on a Saturday night.
The honest cost comparison
A three-camera ATEM setup: ATEM Mini Extreme around $1,000, three HDMI extenders at roughly $150 each, a PTZ controller around $400, a tally system around $300. Call it $2,150, plus cameras, and you are running two devices with a laptop for control.
A three-camera NDI setup: ViZion SP8 at $3,486.99, a PoE switch around $200, no extenders, no separate controller, no tally box. Call it $3,690, plus cameras, running one device.
The gap narrows once you count what the ATEM plan needs around it, and the NDI plan removes an operator. For a church with a small volunteer rota, that is the number that matters.
The middle path
Run vMix on a computer as the switcher, take NDI cameras straight in, and put a hardware panel under the operator’s hands. A vBoxStudio II at $705.99 controls vMix and ATEM both, so the decision is reversible.
This gets you graphics and replays that neither hardware switcher matches, at the cost of a computer in the signal path.
Which to buy
Two cameras in one room, tight budget: ATEM Mini Pro.
Three or more cameras, spread out, volunteer operators: an NDI switcher with the camera control built in.
Graphics-heavy production with a technical operator: vMix plus a control surface.

Questions
Does the ATEM Mini support NDI? Not natively. NDI sources need a converter, which adds a box and a cost per camera.
Can an ATEM control PTZ cameras? Not on its own. You need a separate controller or software, which is a second device and often a second operator.
How far can HDMI run? Reliably about 15 metres before you need an extender or fibre. Network cable runs to 100 metres.
Is an NDI switcher harder to set up? The first setup takes longer because addresses have to be fixed. After that it is simpler, because there is one cable per camera and nothing to convert.
